So, to be fair; any country that was established and recognized by the League of Nations (now the UN) is equally barred from including their stated capitol. This has to be the case since the UN vehemently denies any kind of disparate treatment of countries. If this isn't true, then the UN is saying that NO country is a sovereign state but rather a commonwealth of the UN. Being a US citizen I wonder how our fellow citizens would feel if the UN didn't accept our county seats, our state capitols, or even Washington, D.C. as our country's capitol.
