«Un sogno chiamato bebè». Questo il nome dell’evento che dovrebbe svolgersi il 21 e 22 maggio a Milano, negli East End Studios. A quasi tre mesi dal suo inizio, le polemiche giustamente divampano. Molti denunciano un evento che di fatto pubblicizza l’«utero in affitto», mentre gli organizzatori si difendono dichiarando che non è così.
Le premesse a Parigi
Isabella Rauti, senatrice di Fratelli d’Italia, rileva che il contenuto dell’evento è già stato svelato nel corso della Fiera di Parigi, «dedicata alla fecondazione artificiale e alla pubblicizzazione della surrogazione di maternità, con la partecipazione di diversi operatori commerciali che curano l’offerta di pacchetti a pagamento per la fecondazione artificiale», dice la senatrice. E aggiunge: «Questo è inaccettabile».
L’interrogazione
La Rauti ha presentato un’interrogazione al ministro dell’Interno e al ministro della Salute per chiedere se «siano a conoscenza dei fatti esposti e quali azioni abbiano intenzione di intraprendere per garantire il rispetto delle leggi vigenti in materia e contrastare ogni azione commerciale che costituisca un illecito e se ritengano che il programmato evento di Milano ‒ dove la surrogazione di maternità verrà pubblicizzata e gli aspiranti genitori potranno comparare servizi e prezzi e scegliere il “pacchetto” più adatto alle proprie ambizioni genitoriali ‒ rappresenti una violazione delle norme».
La legge 40
«In Italia», ricorda la Rauti, «la surrogazione di maternità è una pratica espressamente vietata dalla legge del 19 febbraio 2004, n. 40, che commina la reclusione tra tre mesi a due anni e la multa da 600.000 a un milione di euro a “chiunque, in qualsiasi forma, realizza organizza o pubblicizza […] la surrogazione di maternità”». Per Fratelli d’Italia, prosegue, «è inaccettabile che una donna sia considerata un’incubatrice senza diritti e sia spesso sfruttata perché in situazione di grave bisogno economico. È una violenza e una ferita profonda per la psiche e per il corpo. Tantomeno è accettabile che un neonato sia ridotto a oggetto di compravendita».
Per poi concludere: «Tutto questo è, oltre che fuorilegge, anche moralmente ben lontano dalla dignità umana. Che su questo venga fatto addirittura un evento nella città di Milano è senza giustificazione».

Il gruppo consiliare di FdI a Milano presenta una mozione contro la «fiera del bebè»

Poche ore fa, andava online l’intervista di «iFamNews» a Chiara Valcepina, avvocato, consigliere comunale di Fratelli d’Italia (FdI) a Milano, a proposito di due argomenti che riguardano strettamente la famiglia, vale a dire il respingimento in Consiglio comunale due giorni fa dell’ordine del giorno da lei presentato, che puntava all’istituzione di una Giornata per la vita nascente, per sensibilizzare al valore della maternità e della genitorialità, e la questione della fiera-mercato del bebè à la carte, rispetto alla quale già in gennaio il sindaco Giuseppe Sala e la Giunta non si erano espressi, benché sollecitati.
Nelle stesse ore, l’avvocato Valcepina e il gruppo consiliare Fratelli d’Italia depositava in Comune una mozione proprio Contro la pratica dell’utero in affitto, con riferimento all’evento previsto a Milano nei giorni 21 e 22 maggio, 2022 denominato “Un sogno chiamato bebè”. La motivazione, nelle parole della nota trasmessa in merito, è chiara: «Il rigetto della mozione sulla maternità surrogata e i tentennamenti della maggioranza che due giorni fa si è spaccata bocciando il mio O.d.G. sulla Giornata della Vita Nascente, stanno dando un’immagine distorta dei valori della nostra Milano. Per questo, con il gruppo di FdI ho presentato una mozione che invita il Sindaco e la Giunta a prendere una posizione chiara e definitiva sul tema dell’utero in affitto».
La questione a questo punto è ormai nota: dopo un iniziale tentennamento, in novembre, dovuto forse al CoVid-19 o forse al polverone che si temeva di sollevare e che in effetti ora è decisamente d’attualità, anche in relazione agli interventi del senatore Maurizio Gasparri (FI) e della senatrice Isabella Rauti (FdI), la decisione pare ormai sia stata presa e in maggio, negli spazi milanesi degli East End Studios, una società britannica porterà anche in Italia il format della fiera della maternità intitolata «Dèsir d’enfant», tradotto come «Un sogno chiamato bebè».
Gli organizzatori negano che si tratti di pubblicità (non) gratuita all’«utero in affitto» o «maternità surrogata» che dir si voglia, ma la mozione presentata oggi da Chiara Valcepina e prevista in discussione per lunedì parla chiaro.
L’avvocato evidenzia innanzitutto l’aspetto della illegalità, in base alla Legge 40 del 2004, sia della pratica sia della pubblicizzazione, in Italia, della «maternità surrogata».
Sottolinea poi come la promozione della fiera prevista per maggio ricalchi puntualmente eventi analoghi realizzati all’estero, dove proprio di «utero in affitto» si è parlato, con la presenza di richiami evidenti a quelle cliniche specializzate straniere che sui propri siti web, anche nella versione italiana, contrabbandano in modo semplice il messaggio e invitano a prendere contatti per un percorso “personalizzato” al raggiungimento del proprio obiettivo di genitorialità. Viaggi all’estero inclusi.
La mozione richiama inoltre, qualora ve ne fosse bisogno, al fatto che una fiera, qualsiasi fiera, ha come scopo l’impostazione di un rapporto commerciale che si concretizzerà in futuro, non è un supermarket della vendita al volo. Si tratta dunque sempre di pubblicità a tutti gli effetti e negarlo, se l’argomento non fosse tanto serio, farebbe ridere.
Il gruppo consiliare di FdI con la propria mozione chiede pertanto alle autorità di svolgere il compito cui sono preposte, cioè vigilare con attenzione sul rispetto della legalità e sulla prevenzione dell’illegalità.
«Chiedo che il Sindaco Sala si schieri senza mezzi termini dalla parte delle donne, dei bambini e della vita», conclude nella propria nota Chiara Valcepina, «condannando pubblicamente lo sfruttamento della maternità e il business sui bambini e mettendo in campo ogni azione utile a fermare la fiera. Mi auguro che almeno questa volta la maggioranza si schieri compatta e apertamente dalla parte dei diritti e contro la mercificazione e non rimanga inerte di fronte alla promozione e pubblicizzazione di attività illecite».
